Abstract

The issue of sexual behaviour among at-risk adolescents in Malaysia is increasingly alarming and calls for a more holistic educational approach grounded in Islamic values. Existing sexual and reproductive education frameworks remain insufficient in integrating religious and moral dimensions, particularly in fostering self-regulation and ethical behaviour. Therefore, this study aims to propose a Maqasid Syariah-based framework for sexual and reproductive education tailored for at-risk adolescents in Malaysia. This study adopts a qualitative conceptual approach through document analysis of academic literature, national policies, and Maqasid Syariah principles using a thematic analytical method. The findings reveal significant gaps in current educational approaches, particularly in the integration of spiritual development, moral formation, and value-based behavioural control. Accordingly, this study proposes a comprehensive framework grounded in the five essential elements of Maqasid Syariah: hifz al-din (protection of religion), hifz al-nafs (protection of life), hifz al-‘aql (protection of intellect), hifz al-nasl (protection of lineage), and hifz al-mal (protection of wealth). This framework serves as a structured guide in designing educational content and pedagogical approaches. In conclusion, the integration of Maqasid Syariah principles into sexual and reproductive education has strong potential to holistically develop adolescents and mitigate risky sexual behaviours. The proposed framework also offers practical implications for policymakers, educators, and relevant stakeholders in addressing the challenges faced by at-risk youth in Malaysia.
