This study investigates the employability of graduates from Public Higher Education Institutions (IHEIs) in Sabah within the cooperative sector, utilizing a quantitative research approach with a sample of 315 respondents from diverse institutions. The findings indicate that the majority of graduates possess a moderate level of employability, which is significantly influenced by factors such as soft skills, industry exposure, and institutional collaboration. Furthermore, the research reveals critical gaps in curriculum alignment, a notable lack of awareness regarding career opportunities within cooperatives, and the underutilization of graduates’ skills in cooperative organizations. To address these challenges, several recommendations are put forth, including the development of strategic policies, enhancement of curricula, strengthening of collaboration among various stakeholders, and reforms in cooperative leadership. This research contributes to both Human Capital Theory and Stakeholder Theory by highlighting the dual role of graduates as employees and cooperative owners. Additionally, the article proposes an empowerment model aimed at improving the alignment of graduates with the job market, reducing unemployment, and enhancing the overall performance of the cooperative sector in Sabah.
