Islamic education plays an important role in shaping a generation of virtuous people through the integration of Islamic values in formal education. However, the lack of guidelines and expert consensus makes it difficult to effectively implement these values. This study aims to obtain a consensus of experts in the field of Islamic Education on the implementation of Islamic values in formal education to form a generation of virtuous people. This study uses the Fuzzy Delphi method by involving 16 experts, consisting of Islamic Education supervisors, school administrators, and committee heads. The analysis process involves two main phases, namely a qualitative approach to identify items and a quantitative approach to determine consensus. The questionnaire developed based on a five-point Likert scale includes three main constructs: self-management, behavioral management, and internal motivation. A total of 41 items have achieved expert consensus with a threshold value (d) of 0.091 and a consensus rate of 94.3%. The results of the study emphasize that education based on Islamic values plays an important role in strengthening the formation of students' personalities in terms of self-management, behavior, and motivation. These findings can be a reference for building an educational curriculum that supports the holistic development of students, encompassing both worldly and hereafter aspects.
