Education 4.0 is reshaping higher education through technologies like artificial intelligence (AI), big data, and adaptive learning platforms, enabling personalised and skill-oriented learning. However, institutions face operational and financial challenges in adopting these innovations, particularly regarding resource allocation, budget management, and quality assurance. This study proposes a conceptual framework that integrates AI within a Total Quality Management (TQM) approach to optimise processes, enhance efficiency, and ensure educational quality. By leveraging predictive analytics, adaptive feedback, and data-driven decision-making, the model strengthens traditional quality management practices while maximising the impact of limited resources. Combining Operations Management (OM) principles with AI capabilities, the framework provides practical, scalable solutions for higher education institutions to overcome operational barriers and achieve sustainable Education 4.0 adoption. Furthermore, it aligns with the United Nations Sustainable Development Goal 4 (SDG 4), promoting inclusive, equitable, and high-quality education for all. This study offers a novel, data-driven pathway for institutions to navigate financial and operational constraints while fostering innovation, excellence, and lifelong learning in the digital era.
