Teacher job performance is widely acknowledged to have a significant impact on the level of instruction quality, school performance, and student learning outcomes. With the increasing importance placed upon accountability and evidence-based evaluation in education systems around the world, there is a rising urgency to find a sound and valid method to assess teacher performance within a certain context. Although numerous studies have been carried out to study the factors affecting teacher performance, most of them heavily rely on the existing performance scales that are either modified or not applicable to the context in question. In this respect, the study aims to develop and validate the Teacher Job Performance Instrument (TJPI), which comprises four dimensions: instructional effectiveness, classroom management, student engagement, and professional development. To establish the content validity of the TJPI, the quantitative method was employed. The research was conducted with the help of seven experts in educational leadership and teacher evaluation. To determine the content validity of the measures employed, the Item-Level Content Validity Index (I-CVI), Scale-Level Content Validity Index (S-CVI/Ave), and modified kappa (κ*) were utilized to account for chance occurrence. Results showed that all the 24 items had excellent content validity (I-CVI = 0.86−1.00), with an overall S-CVI/Ave being more than 0.90 which is the acceptable cut-off. The modified kappa results ranged from 0.74 to 1.00, which indicates substantial to excellent agreement above chance level. The results provide strong support for the theoretical representativeness, theoretical consistency, and expert agreement regarding the construct of the TJPI. The developed measure serves as a critical tool for any future steps related to validation and testing of the construct.
