Abstract

Sistem Pengurusan Kualiti Halal atau Berasaskan Syariah MS1900:2014 telah diwujudkan di Malaysia sejak tahun 2005. Sistem pengurusan kualiti ini telah disesuaikan ke dalam sistem bertaraf antarabangsa yang baru-baru ini diperkenalkan oleh Pertubuhan Kerjasama Islam (OIC), iaitu dikenali dengan 'Sistem Pengurusan Kualiti Halal – Suatu Keperluan' (OIC/ SMIIC 18:2021) yang pertama kali diterbitkan pada Mac 2021. Sistem Pengurusan Kualiti Halal ini amat penting bagi memastikan tadbir urus sesebuah organisasi dapat dilaksanakan dengan berkesan dan lebih penting lagi ia menepati piawaian dan mematuhi kehendak Syariah. Kajian ini menggunakan kajian perpustakaan dengan merujuk kepada sorotan literatur yang berkaitan menerusi metodologi pembinaan tema atau kategori yang berkenaan. Oleh itu, artikel ini memfokuskan kepada faktor-faktor kritikal yang perlu untuk mengekalkan pelaksanaan sistem pengurusan kualiti. Antara faktor kritikal yang terlibat ialah komitmen pihak pengurusan, penglibatan pekerja, penekanan kepada nilai moral dan kerohanian, pendidikan dan latihan berterusan, manakala faktor terakhir ialah amalan inovasi dan kreativiti. Faktor-faktor tersebut perlu didokongi dengan pendekatan Islam yang berteraskan Maqasid Syariah agar impaknya bukan sahaja pada aspek luaran, tetapi juga merangkumi aspek Insaniyyah (kerohanian) dan diberkati demi mencapai kejayaan sebenar (Al-Falah), demi kejayaan dunia dan akhirat.

 

The Halal or Shariah-Based Quality Management System MS1900:2014 has been established in Malaysia since 2005. The quality management system has been adapted into an international standard system that was recently introduced by the Organization of Islamic Cooperation (OIC), which is with its name is the standard 'Halal Quality Management System - Requirements' (OIC/ SMIIC 18:2021) which was first published on March, 2021. This Halal Quality Management System is very essential to ensure the governance of an organization can be effectively implemented and more importantly it meets the standards which is standard and complies with Shariah requirements. This study uses a library research by referring to the relevant literature reviews through the methodology of building themes or related categories. Therefore, this article focuses on critical factors that are necessary to sustain the implementation of the quality management system. Among the critical factors involved are the commitment of the management, employee’s involvement, emphasis on moral and spiritual values, continuous education and training, while the last factor is the practice of innovation and creativity. These factors should be supported by an Islamic approach based on Maqasid Shariah so that the impact is not only in external aspect, but also includes Insaniyyah aspect and is blessed in order to achieve real success (Al-Falah), which is worldly and hereafter success.
